OK, so I fixed it as you said and it should now work. Again, thank you very much for your help ZILonaut. Sorry for late update but I was busy due to christmas. Enjoy and thanks to everybody who shared info about buildings.

My final version, works now with overhead power connection and underground connection.
It doesn't matter if you build footpath or electric connection first (a lot of models, even the vanilla models, have this problem).

Replace the building.ini with these lines:

You are missing the $COST_WORK_BUILDING_ALL

I corrected your building.ini and adjusted your material too.
The substation now costs 359 Rubels and can be build in realistic mode.

Correct theese lines:
