La Altis Cartel controls several cities in the NW of altis,everytime the Altian police come near the city that they control,the police officer always getting ambushed by them.

they buy ordnance with money from selling drugs in addition they have helicopters, aircraft, technical,yeah they have all of that from selling drugs

But the Altis Police Department will continue to hunt them at any time,whether by air, sea or land
