XOF was originally a covert support unit for its CIA counterpart FOX during the 1960s until becoming Cipher's covert strike force in 1970.[1] During this time, they were led by a heavily scarred assassin known by the codename of "Skull Face." The group's logo utilized an inverted image of the fox that was used by the (then defunct) FOX Unit.
