This mod was inspired by TheDeadlyShoes's Foes without Number.

It was updated to include the Sisters of Battle, the code was cleaned up so it doesn't override any scaling mods, and it was balanced around the Production costs of the core game.

==WHAT IT DOES==
This mod gives the AI a slight buff. Each Headquarters now spawns its faction's starting unit for free and without upkeep. These units are capped at a max of two on the board at once. And they spawn at a rate equal to three times the normal production rate for that unit.
