BrilliantSkies has an interesting approach to workshop implementation, so mods don't install automatically (& also there is no way to turn them off without uninstalling)
To do this IIRC go to the content tab on the main menu and go to steam workshop mods, when the mod is selected from the list of subscriptions a small convolutedly-worded install button will appear in the bottom-right of the menu.
Restart the game, for some reason the game gives a harmess error on startup. A QOL tip is that these can be dismissed instantly by hitting 'enter' upon starting the game.
(The mod can be safely removed and builds will retain their heliblades the same as they would if they were built in older versions. This is one of the major improvements over the 'Heliblades are Back' mod. So you can use this mod to unlock designer restrictions and then take your designs into vanilla campaign and multiplayer without issue.)
