Hawkish Precision Boosts Base Missile Damage (High Elf Handmaiden Skill)

Hawkish Precision in vanilla only boosts armor piercing missile damage, which means it is largely wasted on every archer except Sisters of Avelorn. I added a base missile boost so you an use it with LSG, Archers, etc.

If you have my mod Forest Spirits and Mistwalkers Benefit From Skills and Techs, Hawkish Precision will apply to Mistwalker archers and boost their base damage as well.
