Galleons Graveyard Wreck Replenishment

Description
The Galleon's Graveyard wreck cannot be upgaded or have farms built in it, and it is uninhabitable to many factions, so I added a 5% regionwide replenishment bonus to the settlement structure.

(Ignore the army movement bonus in the pic, that is from another mod).

That's one small replenishment for an army, a giant leap for the Empire.
