LORE: Before the years of the Metalburguese economic recession, the Navy saw a need to supply its inventory with combat vehicles that could operate both on land and water. Since the Duchy was still full of resources, The Metalburg Bureau dumped a ludicrous amount of funds on another overcomplicated project: the hovercraft-tank Aeromancer. The vehicle did what it was planned to do, but its combat worthiness wasn't tested until the Purge War started, many years later. When facing real opponents, the overly expensive Aeromancer was found to be too lightly armored, getting easily incapacitated (or sunk) whenever its hovertreads were hit, causing further economic hurt to the Duchy. The Navy then quickly defaulted to employing the older Fafnir-class to replace it in seaborne fights, and the lightweight Warhorse for the land combat. And it was only after all the Aeromancers were dismantled that somebody in the Bureau realized: "Ay, wait a second. Amphibious tanks do be a thing. We didn' needs to burn that many doubloons on a floatin' tank! Oh barnacles..."
