What you're reporting is not a "bug", obviously. A maximum of 2% of all mods here on the Workshop are made to SUPPORT OTHER MODS - and the vast majority of all mods support vanilla MAJOR factions primarily, and then support goes downhill from there. Obviously because it becomes sometimes very tedious work for the modders, with relatively little reward for users... Most players want to play with a LL as minor factions are usually underpowered - one reason is the lack of an LL, another one the lack of support by mods or a whole handful of features (like faction effects, RoRs....) - 98% of mods are made to work WITH VANILLA.
