Rebalanced AK-74 (Weapon Replacement)

Nothing too crazy this time, just wanted to improve the AK a bit even though the one in the base game is pretty good. Main goal was to tighten up accuracy a tad to make it more usable when hip firing and dual wielding, in addition to a few other changes.

List O' Changes:

- Scatter when hip firing reduced from 4 to 3
- Scatter when dual wielding reduced from 1.75 to 1.4
- Scatter Cooldown Factor (%) changed increased 1 to 1.1
- Scatter Time to Shrink decreased from 0.5 to 0.3
- Added Scatter Per Shot (%) decreased from 0.75 to 0.06
- Dry Fire sound added for when there's 11 bullets or less in a magazine
- New Netricsa Message!
- Default model altered so there's no longer a Picatinny rail on the dust cover (just as Mikhail Kalashnikov intended)

Tips & Tricks:

- Fire in short bursts when firing from the hip or dual wielding to keep your grouping under control
- Use the sights for medium and long range combat

Note, you DO NOT need my mod that removes the Picatinny rail from the AK! That is a standalone mod for people who just want to use the normal AK but prefer the look of the weapon without the Picatinny rail.
