When his food is at the end of the stride there, let it hand back there for an extra frame or two. Think of it like this. Sonic is literately throwing him self as super speeds, theres a small moment where his feet touch the ground to keep gravity from pulling him down and to maintain that speed but there will be a few frames where none of his feet touch the ground.
Now for the legs. When taking his step forward you gotta extend those legs far infront of him. Hes taking big long strides. What you have there would work if a character is pushing something heavy, Planting their feet, knees bent to get the leverage then pushing their leg out to move the object.
