Description
This mod adds the Bureaucrat leader persona for Wu Zetian, which focuses on her efforts at expanding the Chinese bureaucracy and civil service exams. Wu Zetian (Bureaucrat) focuses upon building a powerful empire with a strong core of specialists to generate yields and provide Governor titles.

Wu Zetian, as the only empress of China, broke many barriers in China. Many of the aspects of her reign are also found in the chronicles of other great leaders in history, such as lowering of taxes on peasants or instituting political or economic reforms. One particularly noteworthy and unique accomplishment, however, was the reformation of the imperial examination exam. Prior to her reign, the imperial exam heavily favored those with wealth who could buy degrees or those with high social status. Wu Zetian changed this, greatly expanding the number of social service positions and creating avenues for those of lower social status to rise to the top.

Leader Ability: Imperial Reform
  • May not gain Governor titles from Civics
  • Specialists gain +1 of their primary yield (Campus = Science, Holy Site = Faith, etc.)
  • Specialists consume half food (1 Food)
  • Gain the Imperial Academy unique building

Leader Unique: Imperial Academy
  • Replaces the Library, unlocked at State Workforce
  • +2 Science
  • Contains an extra specialist slot, and grants +1 culture on specialists
  • Unlocks the Imperial Examination project
    • Grants a Governor title when complete
    • Grants +1 Gold on Campus specialists when complete for the first time in a city
    • Provides Science and Culture while active

Compatibility:
This mod renames the base Wu Zetian to Wu Zetian (Empress), this may be overwritten by other mods. This mod contains Lua, making it potentially cause desyncs in multiplayer, although I am not certain if this is the case. Other mods should by and large be compatible.

This is really quite interesting. Specialists become quite a bit more valuable and I do wonder how it can play out with the city growth and additional bonuses.
It's a bit odd to have the campus and its library equivalent unlocked in different trees but it fits the theme.
