Handicaps for Computers

Description
This small mod adds 3 new AI choices, based off the Vanilla AI, with added handicaps (+25%, +50% and +75%).

Additionally, if a Titan CPU uses one of these AIs, it will get twice the handicap bonus on top of its usual 100%.

@The MasterBrain : Yeah, I could... but AoMod AI isn't made by me and I don't feel good about reposting someone else's work, even after changing one thing.

good idea. i wish the game could fit all the AIs with those choices on the menu!
