Better PvE (2023)

Goal of this mod:
The aim of this mod is to provide an AI that offers more variety, uses more skills, units and upgrades and behaves more like a real player.

Significantly improves the PvE Experience:
- all AIs act more intelligently
- Population cap increased to 120

AI changes:
- can use more abilities
- can use more upgrades
- can use more units
- all AIs differ only in their resource income
- can no longer see camouflaged units
- attack defensive structures more often
- attack more precisely and with more units at once, instead of attacking a bit everywhere
- are less likely to hang around at HQ
- improved build chances (build order)

Balance changes:
- Easy AI ressource gain: manpower: x1 munitions: x1 fuel: x1
- Standard AI ressource gain: manpower: x1.15 munitions: x1.1 fuel: x1.15
- Hard AI ressource gain: manpower: x1.25 munitions: x1.15 fuel: x1.25
- Expert AI ressources gain: manpower: x1.3 munitions: x1.2 fuel: x1.3
- Population cap increased to 120
- HMGs now cost 15 munition extra
