AI海军生产优化(better naval production for AI)

本MOD主打一个兼容性，理论上兼容所有不修改海军舰船模块及科技的模组（已证实兼容56和KX模组）。
1.本模组专注于海军建设，重写了AI的海军船坞分配及舰船设计。
2.由于AI本身基本上不会建造船坞，因此所有AI将获得20%海军船坞产出加成，同时AI海军强国（舰队规模超过100艘）每年将获得额外的五个船坞，AI非海军强国的主要国家每两年获得5个船坞，用于增加AI海军生产的数量。
3.通过决议内置有五个等级的AI加成，可以让AI建造更多船只。
4.新增决议可以让AI不建造航母，实现真正的巨舰大炮的世界。

更新内容：
1.为AI海军增加了战巡偏好和鱼雷偏好两个人格，AI会随机选择是否偏好。
2.增加了一个决议可以让各海军条约国家重建因条约而拆除的大量主力舰，决议可在1936.1.3~1936.2.3期间启用。

Confirmed compatibility with 56 and KX mods!

1. This mod focuses on naval construction and rewrites AI's naval dock allocation and ship design.
2. Since AI itself will not build docks, all AI will get a 20% increase in the output of naval docks. At the same time, AI naval powers (with a fleet size of more than 100) will get an additional five docks every year. Major countries that are not AI naval powers will get five docks every two years to increase the number of AI naval production.
3. In order to be compatible with the KX/KR mods, the KX/KR mods are added as dependencies mods. In fact, there is no need to mount the KX/KR mods.
