Description
After years of having made the mod "More Realistic Fines" for ETS2, and thanks to the user Bedpan Commando who gifted me a copy of ATS, I'm making the ATS version of this mod.

This mod aims to make your ATS driving more realistic by changing the way fines happen.
Basically, you won't get fined out of nowhere as if somebody is watching you all the time. Also fines have been adjusted to California traffic laws, as CA was one of the states released with the base game.

You will get fined for:
- Speeding ONLY when there is a speed camera present
- Car crashes (10% chance)
- Avoid inspection (50% chance)

However, if there is a police car present, you will get fined for all the offenses (wrong way, using the hard shoulder, speeding, etc.). Note that there is only a 10% chance you are fined for avoiding sleep to emulate police traffic stops.
I also removed the 2x increase in the amount if police is nearby, the amount should match the law, not double just because. In fact, in real life some countries have a discount for immediate or prompt payment.

Why this mod?

After playing ETS2 for more than 100 hours, I was getting a little frustrated with how the IA sometimes crashes into you and you get fined for it. Another major point is that for such a realistic simulator, you get fines as if someone was constantly watching you.

The alternative was to turn off traffic fines completely, but that does make it even more unrealistic. Truck drivers in real life are able to speed and run red lights, but they also get fined if they get caught.

I made this mod thinking about my playstyle, and as it turns out it matches it perfectly. The rare crash with IA I get is minor, frequently the IA's fault, and the game already punishes you enough with the amount of damage you get. Same with speed, real drivers aren't punished (or not punished as much) if they go 1-3 km/h faster than the limit, but as this is not easy to implement, lowering the chance of getting caught works about the same.

CA traffic laws:

California (and several states) seem to not have a fixed amount of money for traffic violations, but a minimum and maximum fine. When I could find a minimum fine (running a red light, for instance, which is $238), I added that. When I couldn't, I halved the amount of the maximum fine.
Additionally, driving a damaged vehicle does not incurr in a fine in CA or some other states as it does in Europe.

The mod should work with any other mod unless they change the way fines work.

Yes, that is the purpose of the mod, to only give you fines when there is a squad car or a speed camera present, like in real life.
If you uninstalled the mod and then you are getting fined normally, it's exactly what it's supposed to happen.

I didn't go out of my way to do that but ever since I uninstalled the mod, jumping signals, even without a squad car present is correctly fining me. I've had this mod installed for a very long time, but I'd stopped playing after the 1.50 update. Just came back to the game after 1.55 (when it was still in beta) and throughout 1.55, I never had a single fine despite breaking rules.

@Legion_five: Have you tried the offenses when there is a police car present?

I don't know why but this mod just doesn't work anymore. I mean it works in the sense that there are no fines in-game for anything at all. It's as if I'd unchecked the Fines option in the game settings but it's checked on.
