5x Sublight Ship Speed [3.6]

Description
Multiplies the sublight speed of ships by 5x, doesn't change anything else, balance changes because of this haven't been tested yet, seems to work well with mods that increase system size.

Hey, I updated this for 3.8: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2986490083 -- really just one line changed since Paradox added "@speed_event_super_slow".
