Fix for the spreading culture mods localization issue.

This mod causes your primary culture to slowly spread to provinces you control.

Having a high stability and high prestige will cause provinces to adopt your culture faster.


All I did was fix the localization issue. Best I can tell there hasn't been any changes to the game that have broken core functionality. Let me know if there is something wrong with it.
