Description
A buff to certain heavy armor, namely the heavy armor that increases cooldowns of the character. It reduces the increase of cooldowns to by 75%. For example, an increase of 30% is lowerd to 7%. Also lowered the penalty of attack speed on certain heavy armors by half. To balance, increased the requirements of the armor.
