Saturnian Tier 9 and 10 Ships (fixed)

(Theoretically) fixes the Saturnian T9/10 ship mod originally made by moomal.

Works mostly reliably, but for some reason the saturnian T8 ship is instead using the T9 shipworld, while T9 and T10 both use the same T10 shipworld. I cannot figure out why, but ultimately it just means you get one upgrade sooner than you should and the final upgrade is pointless, but you aren't missing out on the maximum-size ship anyway. Considering the universe_server patch file that makes this work is identical (save for race names obviously) to how -two- other T9/10 ship mods on the workshop function and they don't have the issue, I'm at a loss.

The T9/10 ship art and world files are lifted straight from moomal's mod, but at some point in time it seemingly decided it no longer wants to always play - I don't know whether this is due to a mod conflict (wouldn't know why) or an update to one of the required mods breaking things, but I added a universe_server config patch file to force it to load the newer assets where it was previously refusing, and added a priority line to the mod metadata to ensure it loads after other mods that might otherwise break it.

As with moomal's original mod, requires both the Tier 9/10 ships mod and the Saturnians to function.
