Particle optimization

Description
The mod converts particles from png format to dds and reduces their size. This saves video memory and they are processed faster on the GPU. On my computer, the mod allowed me to save around 400 megabytes, which is very good for a simple translation of particles.

i have compressed textures, less clutter and water optimizer, would that cause any issues if i added this?
