From what I see I think this mod was abandoned.

While the game loads with this mod active, there are no menu settings, making it impossible to set the values. I'm not sure what the default values of this mod is, but those are the ones you'll be stuck with, until this gets updated.

while this does allow you to select more cards than normal during franchise creation, when you stand on the create franchise square, it won't activate. the only way to exit the franchise creation screen is to scrap all your cards, no matter what you set the minimum or maximum to. I'm sad that I lost my franchise because of this :(
