Figured out how to get it to work: add more glass barriers. Follow along the stonework that goes towards the temple, and put in three glass barrier walls so there's glass in those stone frames. Water will fill now, but not as high as pictured.
To get it higher, add another stretch of glass barrier wall from the rocky area where the barrier changes from glass to null - send it through the rocks to behind the tree. Then the water will fill as high as pictured.

I know what the problem is. There is a piece of glass wall missing beneath the tempel building. That's why you can't place any water. I put it down and after it let me place the water.

sorry, I don't know why it doesn't work, I tested and it works on my side. You have to see where there is a crack in the water to fill the hole and make a closed basin, Sorry :/
