Adds an Artifact Action to unlock the Crystal-Forged Plating tech.

This action becomes available after researching Crystal-Infused Plating and Arcane Deciphering.
If other mods add extra prerequisites to Crystal-Forged Plating, they must be met as well to make this become available.

This action requires certain tech prerequisites to use, shares cool-down timer with Reverse-Engineer Arcane Technology, and adds 1080 days to the timer.

AI cannot use this action.

If Crystal Nidus system exist, an additional resource consumption penalty is applied.

This mod does not touch any vanilla entries, so the load order does not matter. Confirmed to work as of 4.0.
