Description

Reduces the ungoverned province penalty from 10% to 50%, meaning you will get 50% of the resource without having a governor in a province.

This breaks the balance as big kingdoms become too powerful and just steamroll all the map

I was wondering if I should use your completley removal for my next campaign, but I will test out the 50% version first. Seems to me like it will be still some challenge, while giving tribute to the fact that humans are humans. XD
