Razputin is a really fun character who is a monster up close on the ground. I like the moveset a lot. I wanted to let you know, though, that Side-B has some bugs.

Firstly, a problem where even after being hit by the first hit of the move, the second hit can still be shielded or parried for some reason. An easy fix would just be to make the second hit of Side B also ignore shield like the grab does.

Secondly, if the projectile from Side-B is reflected, Raz seems to lose the ability to use the move. From the way this bug works, I'd assume Raz's Side-B uses a variable that limits how often the move can be spammed. There is a bug in smack studio where reflected projectiles automatically ignore all variable checks, meaning the variable that allows a new projectile to be created is not reset upon the reflected projectiles destruction. I'm not entirely sure how to fix it but maybe add a global event to the projectile to reset the variable upon it's destruction.
