The game code states that if the planet contains an atmosphere, then the radiator does not work as expected.
If you build a radiator on a planet with no atmosphere or in space, it will work.
So, on planets with an atmosphere, you can only heat.
Is the radiator extended? The pressure in the chamber must be 0 (auto).

The heat transfer efficiency depends on the temperature difference.With a large temperature difference, it can transmit heat in the region of 1MJ.
