PAM - Extra TTT Support

This is an extension to a mapvote mod called PAM (Partially Adequate Mapvote):

This mod makes some quality of life changes for using PAM with the TTT gamemode:

- The voting window is now displayed at the top of the screen, out of the way of TTT's round report window.

- A message is now printed to chat when a map vote starts, to alert players with small screens when the round report window still covers the vote window.

- Adds a button to toggle open/close the vote window, "J" by default, can be modified with a convar: pam_ttt_toggle_vote_screen_key

- If 5 or less options are available to vote for, and PAM's Dark Votescreen mod is being used:

The vote window is shrunk to remove all the empty space at the bottom of the vote window, so for most screens it will fit nicely above TTT's round report window.
