No Policy Cooldown

This mod makes policies and species rights have no cooldown, ideal for roleplayers I guess. I know that it can be abused but hey, if someone wants to change their policies every month why not?

This mod requires no updates because it is update-proof. The 00_defines.txt file is not modified and instead separate file was made in which changes overwrite two lines of code from 00_defines.txt. Thus making it work on this and probably all other versions unless Paradox decides to change the defined name which it will not.

The thumbnail idea is obviously stolen from This Mod which is wonderful and you should check it out.
