Report a translation problem
In my experience when you unsubscribe from a mod on Steam the files remain but if you check the in-game extensions menu it will be disabled (on/off button will be set to off). That means the mod will not load but the data will still be available if you decide to re-subscribe to it (saves bandwidth). When you change mods it's always a good idea to check the extensions menu.
That said, if you load both of our mods together the other mods changes will supersede mine (because of the mod load order and I do not have it set as an optional dependency). The other mod uses values of 0.1 (last I checked) instead of 0 which means that it is possible that a construction ship with a low drone count can increase the build time to above one minute (someone reported the issue to me about my mod on Nexus mods and I did what I could to fix it the same day, I haven't had time because of work to test it yet but I expect it will work fine). Of course, other mods can also do the same.

module_arg_def_tube_01 is included in this mod (and as you can see below your comment, our mods are almost identical).
Please ensure both that you are using the latest version of this mod and that you don't have other mods that could conflict with mine (by loading after it).
If you still have trouble then please send me a list of all the mods that you currently use (screenshots of the in-game list), and also two more screenshots: one of the module model (in planning mode) and one with the higher-than-expected build time (after confirming module changes). Thank you!
I compared the two mods carefully and here are the results:
That mod uses time values of 0.1 which I am not comfortable doing (the default values are all integers). It's also an unnecessary risk since anything from 0-59 the game rounds up to 1 minute.
There are 53 modules in that mod that I cannot find in the game files [pastebin.com].
Xenon modules are not included in that mod and that is not in the description. If the author of that mod wishes to add them I saved them here [pastebin.com]. From the description of that mod it appears the intention is to include all modules but I can't be sure without asking.
Other than those differences they are the same.
I was also able to find a single character typo in my mod (no impact on functionality AFAIK) which I corrected and I will update shortly.
