Fabricor can NuclearWork

Description
Allows Fabricors to NuclearWork.

It will be added as a higher priority task than other tasks (there should be no one who wants to cut stones before loading fuel rods.)
This effect only applies to newly manufactured Fabricors after installation, existing Fabricors will not be affected.
