Oceania Soldiers based on the 1984 Movie, They are the Army and also the "Police" (since they often patrol around in civil areas, not to be mistaken with thoughtpol)

One playermodel with 4 skingroups for faces, c hands included

because 1984 is set in london lol, the story takes place in atleast and they also captured the movie in england at time
