No, it's got nothing to do with cp_orange, orange just uses dev textures which is what this is referencing. The custom wear is very toned down and darkened from the real missing texture texture (very weird thing to say, missing texture texture) so it wouldn't be confusing to devs and to better fit in game.

All textures are custom/edited textures from tf2's textures, no stock images or ai generation and the sticker was custom made.
