hitting the cloud/steam button should just allow you to search in-application to find the rat and download there.

In vtube studio go steam button > download model > search "rat" > select from the list > hit the OK button on the bottom of the right window (not the one that pops up with the model info)

that should let you download it! subscribing on steam workshop is finicky for some reason, I think it simply doesn't put it in the right folder so you have to do it in-app
