Thieves Guild, Ragged Flagon Cistern Shortcut

This mod adds an entrance to the cistern from the outside of Riften. The door is locked to prevent the possible issues that can arise from entering prematurely.

Notes:
- There is no exit to the exterior of Riften, one way door. (Unless you can fly)
- I realize there are probably other mods like this, but I wanted to do it myself.
