Stock Based Goods Usage

Description
Has stations use up goods based on how many they already have. Basically, this adds a 10-40% of current stock use to the random 10-60 dice roll. This should mean stations with thousands of goods will use them more quickly, rather than trickle feeding tiny payouts.
