Removes the ship cost reduction of all the genocidal civics (terravore, devouring swarm, determined exterminator and fanatic purifiers) as they result in ridiculously cheap ships for higher difficulty AI.

All other modifiers, most importantly the ship weapon damage and opinion malus, remain the same - meeting a genocidal empire is very much still an "oh ♥♥♥♥" moment.
