Elective Monarchy

Description

This mod was mainly inspired by Star Citizens human government, United Earth Empire. This mod will allow you to play as an elective monarchy under the democratic or oligarchic authority. I have added one extra civic to make this possible, "National Figurehead". This civic grants you 10% unit gain and a new councilor position called High-Secretary that provides your country with unity gain and happiness per level.

I have also decided to add some flavor by reworking the MOD. Your "Minister of Defence" is now your Supreme Commander granting unity bonuses to represent a strong intellectual council. This change will only be present if you have the government type Elective Monarchy. Otherwise all other government types will use the "Minister of Defence".

+ 10% Unity Gain Modifier

New Councillor Position High Secretary
+ 2% Leader Experience Gain per Skill Level
+ 2% Unity Gain per Skill Level
+ 2% Pop Happiness per Skill Level

Reworked Vanilla Councillor for Elective Monarchy Type

Minister of Defence renamed to Supreme Commander
Added +2% Unity Gain per Skill Level

Notes
These changes are meant for roleplay purposes. However with that being said if you feel that the changes could be better balanced please let me know.

I am also open to creating more government types with similiar changes and creating a larger mod. Please leave your feedback in the comments.

Very cool mod, the civic is quite balanced in the end, as you need a councillor for it :b. It fit many roleplays :b

I've been playing with your mod and I really enjoy it so thank you.
Do you think you could make a similar civic but for an utopical dictator? For those of us who'd like to play with the new Under One Rule origin but prefer roleplaying with a benevolent leader (which I know the new origin can have but is sort of anticlimatic)

But the time frame of Star Citizen, the UEE is ran by a representative democracy. The monarch was abolished.
