This is the city of Watersmeet, which was built on the Winding River map from the Map Pack 2 content creator pack.

This map shouldn't need any mods, but will need many DLCs (Plazas and Promenades, Snowfall, After Dark, Green Cities, Mass Transit off the top of my head)
