Increased drone attacks took Outer Planets Consolidation ground forces by surprise. The anti-aircraft vehicles available on the market were insufficient and forward troops units on multiple planets on the front lines became easy targets for air strikes. With a shortage of combat vehicles and realizing that losing their current position meant losing the region, the OPC turned to GST to develop a vehicle that could be put into mass production in a short period of time.

GST engineers decided not to build a completely new machine due to lack of time to test it and set up a production chain, but to use the existing production lines. This resulted in the Rotas - anti-aircraft tank, based on a modified Sator chassis and using CET guns as the main caliber. With the Sator and FBR101 Gleipnir in production, the first production models rolled off the assembly line a month after the order from the Consolidation Council, and the use of an existing parts base made it possible to repair them in the field even in the hottest parts of the war zone.

Although the Rotas capabilities were vastly inferior to the prototype units being developed by the GST in parallel, its existence helped the Consolidation to hold Border Worlds and launch a counterattack against the Aenum Republic forces
