Description
Reduced the imperium cost of the Expanded Governance repeatable rite, which raises the City Cap by +1, from base 200 + 300 per previous use -> base 200 + 100 per previous use.

I have now updated the mod, would be helpful if someone could confirm it now works (or if it always worked and the last indication was a fluke).
