On his "Big Rims Family" set it allows it to be different. It seems what he did is use the "primary wheel" slot to be the outside edge of the rim next to the tire. I think I have another set where it is this way but they used a misc slot for it, but I am not sure. Either way, it's really handy for a lot of designs. I especially like it for when I use black for rims, to make it blend less with the tire.
Again not sure if this link will post, but here is an example of a wheel from that pack where I changed the lip (primary wheel slot) to a different colour and it only affected the outside edge. Also yes this is a horrible colour combination, I just used it to demonstrate lol.
