Move Shuttle Maintenance Bay to tier 3 Inventors

Description
This is a patch for the Customizable Shuttlecraft mod. Moves the Shuttle Maintenance Bay crafting recipe to Inventors Table tier 3 instead of tier 1, because it has no purpose being there so early in the game.

On my side, I just increased the cost of crafting to 40 titanium and 40 durasteel. As well as the cost for machine parts. So even more fun!
