Quick Start [3.8.X]

Description
A simple mod that sets:
- Starting Energy to 500
- Starting Minerals to 800
- Starting Alloy to 350
- Starting unity to 739
- Starting Influence to 200
As a base start amount for all Players and AI

Note:
Energy's value has decreased quite a bit since my original mod. This change reflects this
Mineral's value has gone up due to the price of districts and buildings
Alloy's value at the start is down a little due to leader restrictions affecting science ship count
Unity, added so you can start your tradition build from the get go and cover the cost of a scientist. This is a valid aim for starting quicker

Revised:
Increased energy so player can start with sprawling slums cleanup (200 -> 500)

I personally have less use for this mod then back when i made the original.
Any suggestions or recommendations welcome on how best to balance this.
