My mods for Democracy 4

A small mod that adds a State Insurance Fund (SIF) policy in Public Services. In many countries, benefits such as public healthcare and pensions are paid by a separate fee. Other features include:

- New Dilemmas related to pensions and SIF policy
- Dilemma that can establish Investment Fund (requires SIF)
- Pensions and Insurance Protests - new situations

Inspirations:

Investment Fund is inspired by Paradoxable's Sovereign Wealth Fund mod

I'm not sure how you would implement this exactly but could you implement a policy where instead of the money coming out of people's income similar to an income tax it would instead come out of the corporation's pocket.
