Description
This is a port of the linked mod below. All credit goes to them. This is an .ini only mod, which means you can change all of the specific details yourself!

Go to your Steam workshop directory for XCOM 2 WOTC, this is mine:
(C:\Steam\steamapps\workshop\content\268500)
and find the folder for this mods' project ID which is: 2989876334

From there open the XcomGameBoard.ini and XcomGameData.ini to adjust the values as you please! If there's any issues let me know, but my knowledge is limited and I'm very much a beginner with all of this.

Although you say your knowledge is limited, you must have had your reasons to create the config you created. It would have been nice if you would have commented each template and explain their purpose. One example is [[XComGame.XComGameState_WorldRegion]] : what does it do? It does sound like a good and useful mod, I just wish it was made easier to understand, is all. ^^

Hi, im confused on getting the numbers for starting values for supplies for a campaign?

Just added this to my game, works great for me! Made a couple edits in the config and loaded it up. I might have to play with the numbers to dial it in for my modlist, but I have not seen any issues. Thanks for this!

@Soul - Hey, sorry about the late response. If I get a chance to I'll update it in the future.

From my experience with the mod, however, the Council scalar is just a direct multiplication of the values that council missions normally give you as a reward (I believe just the monetary values, or alloys/elerium if present, so don't expect higher ranked soldiers as a reward). So 1.0 is default, and this mod uses 2.0 (double) as its default.

OutpostSupplyScalar I'm a little unsure of, but if I had to wager a best guess it's the bonus supplies you get from building a radio tower / making contact in a new zone. I'm running entirely off of memory here without looking at the mod and not doing any testing, so I may be wrong, but the first paragraph I'm sure of.

Kinda wish I knew what each values mean,the name itself don't help much on some of these
Like,what "CouncilMissionSupplyScalar=2.0" or OutpostSupplyScalar[0]=4.0f even mean you know.
Some comments next to most values would be nice

Ostarū Empire - Yeah, whatever you put in the XcomGameBoard.ini and XboxGameData.ini will adjust the base game values accordingly.

Is there a certain limit you're allowed to give yourself?

Like say I want a 30000 supply grab, will that not make it work?

@Ostarū Empire - It should work with saved games, but only for new regions you make contact with and regions you've already had contact with but haven't built a radio relay at yet (it'll update when you do build a relay).
