(Abandoned) Imperial Heirs Only Get Council Traits

Description
Imperial Heirs are the designated successor to your ruler - next in line to rule your empire, it makes sense that they would only learn things that prepare them for this task.

Heirs learning non-councillor traits feels like a waste as they’ll be deactivated once they’re the ruler, so they should be removed from the pool of skills they can learn

Removes all non-council traits from the trait pool for Imperial Heirs, without blocking special non-council traits like Luminary Bloodline or Clone Army Admiral

Overrides "00_generic_leader_traits.txt" and "00_admiral/general/governor/scientist_traits", not compatible with anything else that uses those files

Currently causes all kind of wacky stuff with traits for all leaders. Can choose destiny traits on lvl 2, upgrade bad traits, etc.

Updated to no longer block stuff like Luminary Bloodline, unfortunately at the cost of compatibility with other mods that edit class-specific leader traits

From what I can gather, this does seem to block the "Luminary Bloodline" trait from Under One Rule from being applied to heirs. Otherwise this works perfectly.
