EoYとSVEの互換性パッチ (EoY and SVE compatibility patch)

Description
EoYとSVEを同時に使用した際にYakiがSVEの艦船を使用しない問題を回避するための改造です。その問題を除けばこれがなくても同時に使用可能です。
This is a modification to avoid the problem that Yaki does not use SVE ships when using EoY and SVE at the same time. Except for that problem, it can be used at the same time without this.
