Make the galactic market positioning process deterministic.

Changes
- "Galactic Market Hub Nomination" Decision
Increase the rating by 1 for every 50 intra-system trade value. Eliminate randomness.
If the empire has very few resources, the AI will not adopt this decision.
Cost requirements: influence from 150 to 100, energy from 1000 to 2500.
- "Boost Nomination Bid" Decision
Disabled.
- "Relocate Galactic Market" Resolution
The term for which a resolution may be proposed is changed from 50 years to 25 years.
The base value for adoption has been increased from 4 (disliked) to 6 (normal).
Empires with very few planets will vote against the resolution.
- Allocating Process
The planet is confirmed as the one invited by the empire with the largest market rating x diplomatic weight.
