Phaser Effect

Description
Performs a basic phaser effect on the audio, using a random decay value in the process.

I dunno, just wanted to test out making a basic effect. Not crazy or anything tbh, just wanted to get to grips with the tools, mostly ffmpeg.

Sorry for the terrible icon btw. Dunno how else to visualise it.

I'll probably make something better soon but this was just me trying to get to grips with the lua and ffmpeg (mostly me wrestling with ffmpeg tbh)

this is probably horrible but i have tested it and it seems to work. though the decay is random so effects may vary wildly. speed is bound to user input tho. don't know if i should migrate that to random too or not.
